The Disaster Management (DM) program is implemented by the Kharkiv Regional Organization of the Ukrainian Red Cross and focuses on assisting people affected by emergencies, as well as strengthening community preparedness for crisis situations.

The team responds to events that pose a threat to people’s lives and health, including shelling, humanitarian crises, and other emergencies. The main goal is to provide rapid humanitarian assistance to affected populations and help communities cope with the consequences of crisis events.

At the core of the program is the safety of people, their needs, and the preservation of human dignity.

Goal

The objective of the Disaster Management program is to provide timely and effective assistance to people affected by emergencies, as well as to support communities in overcoming the consequences of crisis situations.

The program focuses on protecting lives and health, reducing humanitarian risks, and supporting the population during crises, particularly in the context of armed conflict.

The main objectives of the program are rapid response to emergencies and their consequences, organization of humanitarian assistance for affected populations, and ensuring efficient logistics for aid delivery.

The Disaster Management team conducts on-site needs assessments, sets support priorities, and coordinates efforts with local communities, partners, and relevant services. An important aspect of the program is also preparing communities for potential crises and strengthening their readiness to respond.

Response and Population Support

One of the key areas of the Disaster Management program is rapid response to emergencies and support for populations affected by crisis situations.

Teams of the Kharkiv Red Cross respond to emergencies, including situations requiring urgent assistance. In such cases, specialists may deploy to the scene, assess the situation, and organize the provision of necessary humanitarian support.

An important part of the work is assisting people during evacuations. Teams operate in evacuation transit centers and humanitarian hubs, providing support to evacuated community residents. Assistance is also provided to people who remain in frontline and border communities of the Kharkiv region.

In addition, the Disaster Management team supports the work of collective centers, healthcare facilities, and educational institutions that host affected or evacuated individuals. In cases of critical need, assistance may also be delivered directly to communities and settlements across the region.

For effective response, the Disaster Management program actively collaborates with local communities, humanitarian partners, and other relevant stakeholders. A key part of this work includes cooperation with volunteer fire brigades and other emergency response services.

Service Delivery Formats

Assistance is organized based on the security situation, community needs, and accessibility of locations.

Support may be provided at fixed assistance points, such as humanitarian hubs, evacuation transit centers, or other designated locations. Disaster Management teams also conduct mobile deployments to communities or directly to sites where emergencies occur.

Geography of Operations

The Disaster Management program operates in the city of Kharkiv as well as in frontline and border communities across the Kharkiv region.

In the event of emergencies or critical needs, the team can be rapidly deployed to respond in any settlement across the region.

Disaster Management Team

Approximately 60 staff members and volunteers from the Kharkiv Regional Organization of the Ukrainian Red Cross are involved in the Disaster Management program.

The team includes specialists in emergency response, logistics, coordination, monitoring, as well as field teams working directly in communities and at incident sites. Their work ensures rapid response, effective organization of assistance, and support for people in challenging situations.
